Yes, he did not do well with the deficit (which was positive after a R congress worked with a D president), though we were attacked on 9/11. Between the attacks and the recession, that stat is fallacious.

Need to watch your stats. The country did not have a surplus; it still had debt. The 5.6 tril was based on projections of the economy continuing to do well before the dot-com bubble. It burst before he took office so those projections were toast.
